does not allow operations on the app

I have a problem. From several days I can not do operations on apps in folders that are located at the bottom of the screen.
When I try to make changes or just move them, the launcher crashes.
If I create a new folder, everything works properly, but if I move it to the lower area, the error occurs again, even if I put it back on the normal desktop.
Same mistake even if I change the theme.
