I think i might of found a bug in the new tap outside folder to close feature. steps to reproduce
1. add a folder to the desktop and put something in it (untested without)
2. tap on the folder icon and the folder opens (as expected)
3. tap it again and it closes (as expected)
now turn on tap outside folder to close and repeat steps 2 - 3 on step 3 instead of closing the folder it looks like it closes it but then instantly opens it again. This is technically tapping outside the folder so maybe its not a bug, if its not a bug an option to also close when tapping the icon would be nice cheers

When tapping outside both the close event and the tap event of whatever you clicked are fired. You can test this by clicking any other icon instead.
In your case the folder is closed and then opened again (because you tapped it).
