Moving panel from the bottom

Can someone give me instructions on how to create moving show/ hide panels please?

Looks like a 2 page setup page 2 is home theres panels on page 1 and there all positioned on the right side of the page. On page 2 theres text items positioned on the left side of page 2 in line with the panels, page 2 also has a pinned item on the right side. Scrolling the desktop brings page 1 (panels) into view the text item depth is set to the lowest setting so that it goes underneath the pinned item.

The panels are lined up to cross both pages 1 and 2 and th panel contents ah screw explaining it il make a quick video in the morning.
